Three are pillars of disaster management: coordination, cooperation and communication. When the earth shakes mercilessly in vulnerable areas such as Ecuador, chaos takes over everything. Uncertainty and panic dominate the streets and high information demands occur, especially in the early hours, leading to uncertainty and the contradictory versions.
